THE PROBLEM: Municipal grievance systems are black holes. Citizens report potholes, burst pipes, dead streetlights — and hear nothing. Officials misroute complaints, mark tickets resolved without action, and face zero accountability when deadlines are missed. HOW IT WORKS: Four specialized AI agents collaborate through Band: 1. Vision Agent — Gemini Flash 1.5 analyzes uploaded photos, confirms real infrastructure damage, extracts category, severity, and confidence score. Spam is rejected automatically. 2. Routing Agent — Maps complaints to correct departments (PWD/Jal Shakti/DISCOM) and calculates strict SLA deadlines. High-severity issues get 50% shorter deadlines. 3.
