AI agents can deploy code, move money, and recruit other agents. Today's authorization model is binary: the agent either has the key or it doesn't. No approval chains, no audit trail, no human gate. MANDATE is the missing layer. Every action is intercepted and routed into a Band room — the chokepoint. Five specialized agents investigate in parallel: WARDEN orchestrates, VERITY checks identity, LEDGER audits behavior, CODEX evaluates policy, ARBITER synthesizes risk. A binding verdict is issued before anything executes. Actions are classified into three tiers — T0 auto-approves routine requests in seconds, T1 runs the full panel for a machine verdict, T2 escalates to a human with no execution until they approve. The differentiator: no agent can delegate authority it doesn't hold. When an agent recruits a sub-agent, MANDATE enforces the delegation ceiling and records the chain.
