Utilizing the advanced capabilities of IBM watsonx Assistant, our solution addresses the critical issue of uninformed legislative decisions resulting from the complexity and volume of bills—which have led to significant adverse effects like limited access to quality healthcare and education. Legislators often struggle to thoroughly review lengthy, complex bills within tight timeframes, leading to uninformed approvals. Citizens, too, find it challenging to access and comprehend these documents, hindering their ability to engage in public discourse and hold representatives accountable. By offering comprehensive search, comparison, summarization, and personalized analysis of over 400 bills, our assistant enables users to swiftly locate bills by year, title, or legislative house and receive concise summaries. It facilitates side-by-side comparisons of bills—such as identifying differences between the Finance Bill 2023 and 2024—and allows users to ask detailed questions with accurate, context-aware responses. By providing precise, relevant information in real-time through dynamic, personalized interactions, ByThePeople Bills Assistant fosters transparency and informed participation in the legislative process, empowering both legislators and citizens.
