OSS Preflight is an open‑source tool that helps developers turn a rough idea into an evidence‑backed starter project in minutes. It addresses the “option overload” and “trust gap” developers face when choosing dependencies by combining structured intent extraction, deterministic scoring and curated scaffolds. When a developer describes their idea (e.g., “Discord bot that summarises channel activity”), the system parses the intent, discovers candidate packages from npm, PyPI and GitHub, collects facts such as license, version, commit history and stars, and applies a transparent six‑dimension scoring model to rank the best options. Each recommendation includes an “Evidence Passport” that clearly separates measured facts (license, downloads, latest commit) from AI‑derived interpretations (goal fit, compatibility, trade‑offs and warnings). The developer can then generate a scaffolded starter with a README, adoption report and smoke test in one command, thanks to a template‑based scaffold engine and deterministic runner. OSS Preflight is built as a monorepo with a pure logic core, collectors for external APIs, a deterministic scorer, a CLI and a React/Vite web UI. It also ships as an IBM Bob skill; Bob acts as the SDLC partner during development and allows the same recommendation‑to‑scaffold flow to run inside Bob’s agentic IDE. Evidence of the build process, including exported Bob sessions and a build report, is committed with the code, emphasising transparency and reproducibility.
