
Substrata is an AI-native compliance workspace for semiconductor and advanced hardware companies. Export-control classification is slow, technical, and often dependent on scattered company history: datasheets, prior ECCN decisions, reviewer notes, approved memos, product families, and internal reasoning. Teams frequently redo work from scratch because the evidence and precedent behind past reviews are difficult to reuse. Substrata helps compliance teams upload source documents and company classification history, extract technical facts, identify candidate ECCN review paths, surface uncertainty, generate reviewer questions, and draft cited review memos for qualified human approval. The system is designed as a decision-support workspace, not a black-box classifier. It does not make final compliance decisions. Instead, it prepares evidence-backed review packages with citations, memo drafts, audit trails, and clear human signoff requirements. For this submission, we built the first working workflow: a portal where teams can manage documents, review classification runs, inspect extracted facts, compare candidate review paths, view company-history context, generate draft memos, and track audit activity.
