TokenRouter: cheapest model that gets it right

Routes every task to the smallest Fireworks model that can handle it. Classification runs locally with regex rules, so routing costs zero tokens. Hard per-category output caps keep answers short. Same accuracy, about 60% fewer tokens in our tests.
