Echo: Token-Minimal AI Routing Agent

A hybrid token-routing agent that achieves high accuracy with lowest possible Fireworks tokens using a 6-stage fallback pipeline: exact/semantic caches, keyword router, output capping, structural verification, and local TinyLlama fallback.
